Nadiia Kobyliak

Senior manager

Nadiia Kobyliak is a project manager and an expert in the fields of financial market development, corporate governance, and public policy, with over 15 years of experience in the public and private sectors, as well as in international companies and projects. At KSE Institute she contributes to the development of the financial ecosystem, expansion of business access to finance, and implementation of modern financial instruments.

Prior to this, she worked with the Ministry of Economy of Ukraine for more than seven years, in particular on the reform of corporate governance of state-owned enterprises. In this role, she coordinated the development and implementation of key policy and legislative changes aimed at improving the governance of state-owned companies in line with OECD principles and guidelines. She worked closely with international partners, including OECD, EBRD, European Commission, IMF and others, balancing partner expectations and practical implementation constraints.

She has extensive experience in public policy and change management, including the implementation of complex reforms in politically and institutionally challenging environments. She has worked across the full reform cycle—from shaping strategic vision to practical implementation—building and coordinating engagement between government institutions, parliament, and international partners, and ensuring effective stakeholder communication as well as the consistency and sustainability of a reform.

Her professional background also includes experience in audit and financial reporting, including nearly five years at KPMG, where she led audit engagements and worked extensively with IFRS reporting and financial analysis across multiple sectors.
