WARTIME PROJECTS

Since Russia’s full-scale invasion, KSE Institute’s analysis has been used to design sanctions, track foreign companies leaving Russia, assess war damage, plan recovery, and strengthen the government’s capacity in economic and investment policy.
Sanctions
We are part of the Ukrainian Secretariat of the International Working Group on Russian Sanctions and one of its main research contributors. Since April 2022, much of the Group’s work, including its working papers, action plans, and public statements, has drawn on our analysis.
War damage
In the first days of the full-scale war, KSE Institute launched Russia Will Pay to estimate damage to infrastructure, economic losses, and recovery needs. The project gives the public, media, donors, and government an independent source of data on war damage and reconstruction priorities.
Economic and investment policy
We work with businesses and the international financing community on investment policy and financing. Ukrainian companies, banks, international financial institutions, development finance institutions, experts, and the European Commission’s Directorate-General for Enlargement and Eastern Neighbourhood (DG ENEST) rely on our analysis.
Supporting the government since day one
Our work includes support for developing and implementing the Ukraine Facility Plan and its investment component, the SME development strategy, social, education, healthcare, and agricultural policy, recovery and work with local communities, and European integration.
OUR DATA IS USED BY INTERNATIONAL MEDIA, POLICYMAKERS, BUSINESSES, AND GOVERNMENT AND NON-GOVERNMENT ORGANISATIONS AROUND THE WORLD.

EXPLAINING UKRAINE’S RESILIENCE TO RUSSIA’S INVASION: THE ROLE OF LOCAL GOVERNANCE

One of the first studies of how Ukrainian municipalities have withstood the war, combining interviews, expert focus groups, surveys across hundreds of municipalities, and regression analysis.

Our team developed and tested a multidimensional resilience model covering preparedness, reliability, and adaptation to assess how well local authorities respond to wartime shocks.

The findings informed national policy and donor programmes.
